2007 ICDA Annual Report

 

CURRENT PROJECTS AND SERVICES

ICDA has many exciting activities underway and planned for 2007-2008. Key ICDA activities can be grouped into three primary lines of business - Housing and Community Development, Neighborhood and Urban Planning, and Asset Management/Organizational Development.

Housing and Community Development

ICDA focuses on rehabilitating and creating affordable, work-force housing opportunities in the International District/Chinatown neighborhoods. The agency also collaborate with other API (Asian Pacific Islander) communities to promote affordable housing in the Puget Sound region. ICDA advocates for sensitive, equitable development without gentrification.  Current projects include:

  • Samaki Commons Family Housing - This is a new housing opportunity located adjacent to the Lao Highland Community Center. It features 40-units of intergenerational housing. Construction is slated to begin in Summer 2008.

  • Japanese Cultural and Community Center - Sponsored by Nikkei Heritage Association of Washington, ICDA serves as consultant/developer for this exciting community center which will serve the Japanese and Japanese American communities. The 35,000 square-foot facility will spread over three buildings on Weller Street, just east of Rainier Avenue South. The new center is expected to open in 2009.

  • ICDA is pursuing 4-6 other mixed-use development projects in early negotiations or pre-development phases, both in the ID and beyond.  One project may be a workforce mixed-income and mixed use project with retail and parking.  Two other potential projects will be historic rehabilitation projects.

 

Neighborhood and Urban Planning

ICDA is the lead neighborhood/planning agency for the International District/Chinatown neighborhood. The agency is working on several neighborhood beautification projects which involves urban design, signage, open green space, and streetscape improvements. ICDA is also a lead convener for numerous neighborhood coalitions, work groups and committees - all with a goal of preserving and revitalizing the International District/Chinatown neighborhood.   These groups includes a Vision 2030 work group, the ID Forum, South Downtown Livable Communities Land Use Study, among others.  

  • Maynard Green Street Project - Construction for this streetscape beautification project is scheduled for late summer of 2007. This project will incorporate feature culturally appropriate detailing that celebrate the historical Japantown. Interpretive signage and public art will help transform Maynard Avenue South into a unique community amenity.

  • Dearborn Street Coalition for Liveable Neighborhoods - This is a collaborative effort with 27 neighborhood and diverse community organizations such as the Vietnamese American Economic Development Association (VEADA), the Jackson Place Community Council, SAGE, et. al., to identify and negotiate for community-focused benefits in the Goodwill Industries development project. 

Asset Management/Organizational Development

 

ICDA owns four affordable housing projects, three are located in the ID/Chinatown and one is located in Issaquah, WA.  ICDA also manages community parking operations in the ID, including a large lot under the I-5 freeway at 8th and South King, and manages the Danny Woo Community Garden.

 

ICDA has engaged in intensive strategic vision and planning process with staff and board members that resulted in a Strategic Business Plan for 2007-2010. ICDA also completed a Strategic Fundraising Plan for coming three years.

 

In 2007, ICDA has brought on three new board members who will bring their talents, expertise, and commitment to the agency's mission.
